 |  I just wear a wind breaker and plasticy running pants. Then underarmor compression shorts and layers of shirts, usually one of those underarmor breathing shirts. 
 
Oh and coltrane let me one up your $1 gloves (which I do now use). when I used to run in tube socks, I'd wear a pair for gloves. Out cheap that. Go ahead.
 
I got yak-tracks for Xmas, but have been afraid to try them. anyone used them?

 |  When I was 12, I was at Boyne Mountain (hi Hank!) and saw two women skiing in Hot Chilis and bikini tops.  I think this would be a good look for you.
 
For running, just wear a medium weight long sleeve stretch half zip and a fleece vest.  That's all you really need, and it's not bulky.  It's cold at first, but you warm up.  
 
And the ass makes the tights.  Not the other way around.

 |  I don't really see how they would help.  They aren't going to stop my shoes from getting wet in the snow, and traction really isn't an issue in the snow (but it is on ice.  I don't see how they would help on ice).  Let me know if I'm wrong.

The wire loops dig in a lot better in packed snow that most shoes/boots.  On ice you get some measure of grip as opposed to none at all.
 
For running I think they would be really annoying to land on in your stride.
