Here's my question:
If a hand ball in the penalty box is an automatic penalty kick, why not consistently aim for defenders' hands and arms? Seems like they wouldn't really be ready for it and if you're a foot away from another player (with the control over the ball these guys have), it seems like it would be easier to accomplish than getting the ball by everyone in the way for a goal.

My answer:
At game speed, in the box, with people moving in every direction, it is hard enough to get the ball in the giant goalmouth, much less trying to hit someone in the arm. And the refs just aren't going to award a penalty kick, in most instances, if the arm was tight to the body. Unless the betting line is in their favor.

FIFA rules say:

The guidelines for referees further (hi TM!) say:

Handling the ball
Handling the ball involves a deliberate act of a player making contact with
the ball with his hand or arm. The referee must take the following into
consideration:
the movement of the hand towards the ball (not the ball towards the hand)
the distance between the opponent and the ball (unexpected ball)
the position of the hand does not necessarily mean that there is an
infringement
touching the ball with an object held in the hand (clothing, shinguard, etc.)
counts as an infringement
hitting the ball with a thrown object (boot, shinguard, etc.) counts as an
infringement

So there is discretion for the ref to decline to call a handball, even in the box.

Their arms are rarely close to their bodies. And these guys can put the ball almost anywhere, especially within really close range. It just seems like something I would try to do in a really close game. Although, I suppose it's not feasible or they'd try it, given the fact that 80% of players would rather throw themselves on the ground if a defender is within 10 feet than actually try to score.

This, plus this:
"the distance between the opponent and the ball (unexpected ball)"
explains it best, because one of the penalty kicks I saw recently was the result of a hand ball that was clearly unintentional. I don't think the guy had a chance to avoid it at all.

I think it is the deliberate act requirement that makes it pointless to try. From my kid's soccer experience it is the second most likely rule to cause newber parents to argue with the ref:
Ref (who tends to be a young teen): No it isn't a hand ball. He didn't intend for it happen.
Parent: Geez, can't they find anyone who understands the game- his hand tocuhed the ball.

I agree that the referees seem overly strict about calling handballs in the penalty area. It is almost as bad as the calling of offensive fouls for merely getting in front of a player driving to the basket.
