Sasse is an extremist who talks like a moderate. He always votes with the crazies in the end. He'd try to get through the primaries based on what he is done and through the general based on what he has said. That formula hasn't really worked for a while, the R based wants someone who froths.
I'll bet there are people at the Federalist Society talking to Cotton right now.

So we've been kicking around an idea at Davos this year on an elite/deplorable settlement that would reopen government in the US and allow corporate liberals like us to go on building our empires for the betterment of humanity.
First, the US puts a $10 tax on guns. Every gun owner in the country pays $10 per year per gun, reported on their annual tax return. There are 400M guns in the US, so even if you get 75% compliance, this means $3B per year in revenue, or, net of expenses of collection, probably $2.5B.
Net revenues from the tax are targeted to public safety projects, including the Wall. If Trump wants, he gets $5B for the wall from the first two years of the tax. If he'd rather spend it on border agents, more police, or golf carts for secret service on Trump properties, he can.
So Trump gets what he wants, and the elites get a tax on every gun in the country, which becomes a registry of every gun in the country. That becomes a test of how effectively you can use that knowledge to limit gun violence.
Trump gets his wall, but his constituency pays for it. The elites let him build his monument to racism, but get an approach to gun safety that may save lives.
Now, on to our talk on "Monetizing Popular Movements".

I'm more inclined toward a Hunger Games scenario. Lottery is limited to Senators and Congressmen. That pays for the wall (with PPV alone, perhaps), entertains, and effects truly meaningful term limits, while ensuring those entering national politics really, really want to serve for exclusively altruistic reasons.
It's a half Dumpster Fire, half Potemkin Village kinda world. I say, if I must live between the arguments of uneducated fools and maleducated fools, give me a damn circus! And do it fast. Donald Sutherland isn't getting any younger.

Cotton was the loudest opposition to the weak justice reform bill that was just passed. He's truly scary. (Except for his argument that all federal crimes should have a mens rea requirement, which is actually a great idea.) Think Sessions, but relatively unknown and immune to criticisms of a documented racist past. And with a military record, to give all the usual chickenhawks wet dreams.
