Even Prop 13's most ardent defenders would admit that it has failed to curb spending.* But perhaps the voters in the 1970s would not have voted for a "cut taxes + cut programs" ballot prop in the same numbers they voted for a "cut taxes and let THE GOVERNMENT figure out the rest" ballot prop.
