Sure, but that gets into the funny accounting when tax revenues are concerned. If the rest of the $$ was paid back, it's safer to assume the bonuses would have been paid anyway, and only the marginal "free" $$ were actual, extra TARP-related bonuses. But I do think that all $25B can be deemed bonus pass-thrus.

After I hit "Submit Reply," I realized that line would be taken the wrong way. But I figured it would only be by gay people, what with their constant thinking about the butt-sex. Are you? NTTAWWT...

And I'm 100% certain that if I were in a foxhole with a gay man and taking heavy fire from a Taliban position, he would be thinking about butt-sex. Not about returning fire, not whether we could call in an air or artillery strike, not about how we could get to a better position, but butt-sex, butt-sex, butt-sex.
As a result, I would be distracted by butt-sex. Or, more accurately, about how to avoid butt-sex. Because the potential for him inflicting butt-sex on me is much more worrisome than the Taliban bullets. Hence, I could get wounded or even killed, and all because of the repeal of DADT.
Obviously, under DADT, I would not know if my foxhole-mate were gay. Whereas, without DADT, I would know with 100% certainty -- since gay people who are not subject to DADT, say in normal civilian life, are always 100% out with their colleagues all the time, particularly when they work in places like the US Marine Corps. So, with DADT, I would not know my foxhole-mate was gay and constantly thinking of butt-sex, and since I would not know it would not bother me and I would not be distracted.

You think about butt sex a lot. Have you considered whether you are gay?

I think there is room to quibble about exactly how it was handled, but yeah, I supported it at the time, didn't think it would cost what the more strident of its critics thought it would, and think it looks like it has been a good deal.

Yes, you got me figured out. I am actually a lesbian who constantly thinks about butt-sex. But you asked and I told, so we're both banned from the Marines, right?

But only $25b of it could come from the treasury if our net expense is only $25b, right?
Holding up i-banker bonuses until the TARP money got repaid may have been the single greatest stroke of genius. Of course, the main reason that got through was Washington pandering to public discontent....
So the rabble was right?

We should probably save a bit of the champagne for the celebration after it's clear that one of those banks are threatened by the coming mess in Europe.

Since (one version of) the report on the whole thing won't say anything about "interconnectedness", we don't have anything to worry about in that regard. So let the cork-popping begin!!

Probably. Ireland counted as a redlined area for CRA purposes, no?

Not to mention the PB record, which IIRC was set by Bilmore in a 2003 discussion of appropriate interrogation techniques.

It certainly should have. I believe that was the O'Neill, Kennedy, Moynihan amendment, no?

You mean "Rep. Peter T. King (D-NY)", as brought to you by FNC?
