I'm not sure it makes for footage that is all that exciting:

Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons.

ETA: Also I would assume they would have someone who isn't elected read that part (if not all of it).

Just had discussions about the political stunt with family members over the holiday. It just seems absurd to me that a political party who hasn't made many inroads with African Americans would want to put themselves in this sort of position.

To be clear, I think that this is a jackassian stunt. Form for substance, right; but business as usual.

That said, from a risk analysis standpoint, what's the worse that could happen....they lose that single digit percentage of the African American vote that they currently get?

Nah. I'm having a hard time caring much about this particular gimmick, though I also don't see how Fox can make reading the document anything approaching interesting television.

If they produce it like a VH1 Pop-Up Video with silly captions it might work, though.
