The government job I was in was all stat driven. We knew who did shit work and cherry picked the chip shot files, and the supervisors had to know too. But the only thing that got bonii and promotion was stats. I have no idea if that translates to prosecutors or not, but if Al Capone and Club's friend are both a simple "count" on the stat list that is some scary shit, cuz club's friend is the easier count.
