I'm guessing that a provision that says that, if an employee quits before being fired, he keeps any portion of his pension that is vested, was not subject to heavy dispute in the negotiation.

It should have been. In an analogous context, any decent lawyer provides in an employment agreement that if an employee resigns, but the employer later finds out that cause existed, the for cause termination provisions apply.
So I'm on board with GGG, fuck the Teachers' Unions and the idiot government officials that negotiated the deal and picked stupid fucking lawyers just because they contributed to the campaign.

If you're paid by tax dollars you shouldn't have any right to keep the part of your compensation that goes to retirement savings? Apparently you're in favor of private property rights for everyone except government workers.

I would assume he paid in too.
But if your pay comes from tax dollars the your vested pension benefits are forfeit when you quit or get fired? I see how that would be satisfying here, but how does that make sense as a general rule?

Obviously, criminals ought to forfeit all their assets to the sovereign. As everyone in 16th century England knew, all personal assets are only held at the sufference of the sovereign anyways.
I'm on board with this. And I think its high time US Attorneys everywhere refocused their efforts to maximize forfeitures.
