Seriously. I know these guys aint geniuses, but if you are aware of someone tipping, you can actually take advantage of it. If you change things up, they'll be tipping the wrong pitches.

I was thinking of LA and Atlanta, where I am given to understand it has occurred. It sounds like you're saying it happens outside the US as well, at least in Beijing?

I don't see walls b/t "major highways" and residential areas as necessarily objectionable; they're quite common around the US. But I had thought that they built walls b/t ordinary city streets--with sidewalks, bike lanes, etc--and the residential areas. You're talking about the latter, right?
