Michigan's legislature historically did the redistricting after each census. At some point the Republicans controlled both houses. The districts became severely Gerrymandered and the Rs have controlled both houses since. We are a pretty blue state (we just passed a proposal to amend the State constitution to prevent any law restricting abortion by about 55% as an example). but we kept getting crazed laws whenever we had an R Gov.

In 2018 a ballot proposal took redistricting away from the legislature and appointed a commission with 4 Rs, 4 Ds and 1 independent (I do not know how someone proves they are independent). They redistricted after 2020 census. On Tuesday the Ds took both houses handily.

I don't think people are using the power of ballot proposals anywhere near what they should be doing.
