ETA: Lest you worry about bias from Media Matters, Sen. Howard said right before the language quoted in the wiki article:

I didn't read it all, and others certainly seem to have qualms about the citizenship clause applying to "Indians, Mongols and gypsies" but in what I read they don't seem to be disagreeing that it would.
