"Once 270 electors are pledged, the compact would kick in." What does that mean?
Doesn't it mean that the states who have adopted the compact don't change what they are doing unless and until there are states with 270 electoral votes in the compact? So, for now, Nevada electors vote for whoever wins Nevada, but if there are ever enough states in the compact, Nevada electors would vote for the national popular vote winner (at least if they are following Nevada law).

If it is just the state changes its votes in a vacuum, it seems like liberal states are throwing away the chance to flip a vote that the Dem might win even w/o winning the popular vote?
Yes, any Dems backing the compact are giving up the chance to win w/o a popular vote majority.
